Here are several examples of Popy made Bicycle heads. They attach to the front of the handle bars, and when the child pushed the button the eyes light up and it makes a real aweful "buzzing" sound ! Late 1970's.

Ultraman Taro , by Masudaya Toys. Unusual toy, which features a light up head when the plunger is pushed between the legs ! Ouch ! Stands 6-1/2" inches tall. Uncommon toy, hard to find.
